Mr Colin Donegan
Mining EngineerColmine ConsultingMining Engineer

Colin Donegan joined the mining industry in 1976 as a trainee mining engineer with Elcom Collieries at Newstan Colliery. In 1981 he graduated top of all streams of engineering at UNSW and was awarded the Institution of Engineers Australia Award for his efforts.
By 1982, Colin had obtained his 1st and 2nd Class Coal Mine Manager’s and Mine Deputy’s Certificates. In 1983 he relocated to Western Australia to gain valuable Open Cut experience at Griffin Coal’s Muja Mine, which was then, the deepest black coal open cut in the world, operating the world’s largest fleet of hydraulic excavators.
Colin was appointed as Assistant Superintendent at Wambo in 1986 with operational and planning responsibilities for the Underground, Open cut and Preparation Plant. During his nine years there, Colin developed and implemented the plans to take that operation from 1.2 to 4.0 million tonnes per annum, preparing and administering the contracts involved. He also served a total of six months as Acting General Manager.
In 1995 Colin was appointed Manager of the Glendell Project, modifying the Development Consent, progressing all mine approvals, completing the mine planning and selecting the equipment and contractor. Unfortunately this project was deferred due to prevailing coal prices at the end of 1997. Colin now has his own consulting company and is pursuing a number of coal mine developments in his own right.
He has a wealth of senior experience with 21 years at Manager level or above. He has exceptional skills in mine planning, industrial relations, equipment selection and management. He is also well known for his innovative approach and lateral thinking to problem solving.
Colin’s greatest asset is the depth to his very broad experience, allowing him to view a problem from a very broad perspective but at the same time understanding the detail involved, resulting in solutions to problems that encompass all contributing factors.

Dennis Vesely has acted as a consultant in Construction Engineering since 1984 to clients that include project, civil and mining contractors, owners, design consulting firms, and other organisations. Services provided include first principle estimates of major, smaller or complicated projects to the mining and civil sectors, both in underground and surface works. Other related services from input into design, contractual matters, planning and project startups were also provided.
Projects include very long tunnels, deep mine shafts, open cut mines, river diversions, concrete and earth/rock dams, highways, concrete structures, hydroelectric works, marine works, railways, treatment plants, asset evaluation and the like. Plant and equipment evaluation, selection and operating costs are derived for equipment such as fast hard ground tunnel boring machines with continuous conveyors, slower shielded EPBM, pipe jacking, roadheaders, drill jumbos, large earthmoving plant, cranes, marine units; together with attendant service and associated equipment.
Various assignments include work on projects in all Australian States and several countries in Asia, the Pacific and Africa. Much of the overseas work has been conceptual in nature requiring practical definition for later stages in investigation, design and tender documentation.
After graduation, he worked with major civil and mining contractors beginning with field work such as the last major Talbingo Dam in the Snowy Mountains Scheme, the St Lawrence Seaway Canal in Canada, railway tunnels in Melbourne and Sydney, bridges and other projects. Field and project engineer positions lead to that of project manager. Later within head office of contractor organisations, the position varied from planner through to chief estimator. The work continued on projects such as deep shafts and declines, tunnels, cable-stayed bridges, power stations in Australia and overseas.
He has a particular interest in putting projects together technically, commercially and with good rapport with his fellow participants in management, designers and field workers.
